Requester sign in
This is for the people who prepare and track papers. Signers never sign in — they open the single-use link in their email and confirm the address it was sent to.
Accounts are created by an administrator (or automatically the first time someone from an allowed domain uses Microsoft sign-in). There is no self-service registration: that keeps a leaver's access to internal papers to a single entry on /users.
